Human Resources Structure
The Secretariat employs staff that enable it to efficiently perform its tasks in accordance with the law. Civil servants in the Secretariat are appointed and dismissed by a committee composed of a Council member selected by the Council, the Director, and the Deputy Director, in accordance with the provisions of the Law on Civil Service in Institutions of the Bosnia and Herzegovina. Secretariat employees who are not civil servants are appointed and removed by a committee composed of a Council member selected by the Council, the Director, and the Deputy Director, in accordance with the labour laws of Bosnia and Herzegovina.
The Book of Rules on Internal Organization and Systematization of Job Positions provides for 142 positions, of which 83 are currently filled. The recruitment process is aligned with budgetary constraints and decisions of the competent authorities limiting the growth in the number of employees in state institutions, although the needs exceed the current number of staff. Given the scope and complexity of tasks, insufficient staffing remains one of the greatest challenges the Secretariat faces in carrying out its functions.
